Technically seems unsound but for researcher and engineer it is not. minimum of 4 bars could be provided only in condition where the circular column diameter is less then equal to 200 mm having passed criteria of minimum of 0.8% reinforcement and is just sufficient to provide load bearing (support type) ability similar or more in comparison to rectangular column providing safety against buckling.
It must be well judged that there must not be any lateral movement
