Can we call the ratio of SEM and Mean of any variable as noise-to-signal ratio?

What does the ratio of standard error of mean (SEM) and the mean (M) for a given variable indicate? Can we term it as noise-to-signal ratio (NSR)? What will be the interpretation if this ratio is > 0.3?
