The extension method in higher education provides opportunities for people in the nearby community to broaden their careers & enrich their knowledge. This is done by giving wide range of courses &multiple types of programs in variety of ways. It usually targets students who failed previously & may need a second or third chance, or who may never have had a chance to access higher education. The method is flexible & builds upon what the student’s knowledge is. When the student finishes, a certificate is given but usually it is not called bachelor or master or PhD.

I might add in the United States we also use extension courses for expedience in reaching students who must also work while going to school such as graduate students who are continuing there education later in life or after taking full time positions after bachelor's or master's degree.
In the Spanish context, in my view, this is related to inform society about university work. So, the university is closer to the society in which it develops its function. Probably... has to do with what is known as a university social responsibility. There are several initiatives that highlight the value of lifelong learning (specific courses for professional improvement, summer courses, language courses, cultural events, book presentations, etc...).
