Yes, of course, one can make a good assessment of training needs for good governance. However, a very crucial issue, particularly in the Indian context, is whom you plan to train and whether those whom you plan to train are really determined to deliver on any promise of good governance.
Can our IAS, all India services, and most of the public servants are really devoted to any thinking of good governance except riding on the back of the horse of opportunity to reap the good crops of corruption everywhere?
Instead of training the 'trained ones' as they are trained in MIS-GOVERNANCE, a change of the system may quite better be a desirable strategy.
