Hi Federico, my PhD research is dealing with complaints management as a tool for improving citizen contribution to Local Government long term planning. As a practitioner I must add that this would be a good response to your question, though best practices on this issue are limited
It depends how you define "development". If you are studying sustainable development (and not just economic growth), then improving social cohesion would be important. Elements of social cohesion are various: for instance "local art" is as important as the existence of "representative local institutions". Even the mere existence of a "public sphere" and moreover a physical "public space" can contribute to the social cohesion. Also, a history of participation in decision-making (local knowledge on group activities), existence of local facilitators for using participatory methods can add to the social cohesion. However, it could change from one community to another. For instance, when you are among a community prisoners who are imprisoned in an island and have to live together, then while a common identity can contribute, trust-building may be an important element (this is just an example). While trust may not be a highly important issue in a neighborhood community in an old city where people have previously built their common trust. The best would be using PAR (Participatory Action Research) to ask the members of the community how they can strengthened their social cohesion.
Saeid, exactly that's the line I'm trying to follow. General basic school as first local authority in the lives of children, allows and forces their parents and families to get involved in local issues and the fact that when these links are strengthened with other meetings in the neighborhood (shopping, leisure, sports, etc..) postivamente this can impact on confidence and consequently in the innovation and development of the community.
From school children, parents know each other and may increase the tendency to be more sympathetic to the problems that may exist in the nearby community.
Therefore, I understand that the primary (basic education) school should be mandatory for exclusively public and surrounding community, only this can ensure generation and multiplication of social relations likely to impact innovation, development and happiness.
I'd rather look at the funding, or justification to funding of public school that dictates the focus of syllabus, which will turn out with different levels of 'social cohesion' and vary its contexts.
Social cohesion is a relatively new concept , designates advanced societies . To measure the cohesion countries , a number of variables is analyzed . tolerance of diversity, sense of justice , trust in people and institutions , civic participation , respect for rules and sense of solidarity. Denmark, Norway , Finland and Sweden are the first , second, third and fourth places . Some reasons :
It should not be tolerated opulence nor begging . This creates in people a feeling of living in a just society .Are not socially accepted cases of tax evasion .
You're no better or worse than anyone else because of the bank account , a garbage is as respected as a doctor .Children have the same education , and indeed exquisite free, whether you son of a porter or industrial school .
Labor laws are so advanced that parents have some months leave when his wife will have children .There women who work at night , as nurses , can leave their children in day care centers maintained by the state.
Unfortunately in the least developed countries social cohesion does not exist , perpetuating gender differences and inequalities among humans
One factor to consider is what type of "development" are you exploring. There are tangible and intangible components of social cohesion that can influence various types of development.
