Why you are not using External -PIXE? In this technique there is no need to prepare the powder from hair sample. Plz find attached herewith the paper for your reference. Hair can be analyse as such, without preparation

Hair can be powdered by using Pulverization technique which is performed at a rotation frequency of 5000 rpm in 3 cycle interval. Process take place in extremely  low temperature. Kindly see :

I think you could also check the issues on exogenous contamination. I've worked on other keratin tissue and it can deeply affect the values you get. There are some cleaning procedures described on the literature. I like the way this paper describe the problem:

Neutron Activation Analysis (NAA) is also a powerful multi-elemental method. This 

technique can use the hair in its natural form and after the application of standard

cleaning procedure.

The same procedure as I suggested before I.E. NAA may be applicable. Of course you need to have access to a suitable neutron source, the appropriate experimental setup, the needed software plus the standard reference material from IAEA or NIST etc. to be able to do a decent analysis.
