Can someone advise on the equation no. 21 for the throughput?

Equation 21 in the paper is used to find throughput of a group of stations of specific data rate. I see that time is divided by time to find out throughput. Is this equation correct?

Isn't throughput equation should be 'data payload' divided by 'fraction of time'.
