No scale in the photo, that makes difficult to concrete. Could it be an encrusting sponge or, if the pillars are small (i.e., mm) an encrusting alga like Lithothamnion or similar. In any case, some encrusting organism is covering the digits or pillars.
Based on the dead? structure at the top of the columns I would also say this is a colony of scleractinian coral, be it in very bad shape. Maybe a columnar Coscinaraea, but I agree with Bernard Thomassin we need a detailed photo with scale to be more certain about an ID.
Hi, it looks like a coral with some coralline algae at the base. some extra (green) algae around. Unfortunatelly the zoom does not allow to see detail as to identify which coral. Have a look at visual identification guide for your area, you will find the coral.
