You mean ' effectiveness'. Decide on your question or hypothesis and everything will work out from that :)
There are a number of different approaches to literature reviews, ranging broad "narrative" summaries to quantitative "meta-analyses." Can you say more about what type of literature review you want to conduct and what your goals are? Also, what do you mean by a "Critical" literature review?
Abida - your question seems to be asking for two different things. David is correct that there are many different types of literature review i.e. integrative, scoping, meta-synthesis/aggregate etc - as well as the ones mentioned by David. However, you also state that you are confused about the methodology for your topic/research plan overall. Looking at your topic - it could be approached either quantitatively or qualitatively - or mixed/multi methods - so lot's of possible options. There are many templates out there that will help you structure your research plan - mainly using the same sort of headings that you would find in a 'typical' published primary research study (and would include your literature review) - with a few additional headings - such as budget and timeline.

In terms of methods, yes, you do need to have a clear research question and then match the methods to what you want to know in answer to the question.
