First , I have an experiment with 24 pots where 10 quinoa seeds were swoon in each pot , unfortunately in the pots that were irrigated 10ds/m-1 and 15ds/m-1 their were low germination and in 15ds/m-1 nothing germinated . I was wondering what are the factors that might have affected my experiment , I took the measurement of soil salinity , soil moisture

Yes, quinoa is considered a facultative halophyte plant. It means can grow well in salinity and non-salinity conditions. I am attaching a review paper, where you can find more information about salinity in quinoa.
Regarding your experiment, you have to ask yourself, how old was the seeds, quinoa seeds could lose its viability faster if you don't store adequate conditions. Moreover, there are some quinoa genotypes that are more tolerant of the salinity than others. You have to consider that the germination and seedling stage is the most susceptive stage to salinity even for halophyte plants.

Quinoa exhibits high tolerance to soil salinity (Wilson, Read, & Abo-Kassem, 2002, Biondi et al., 2015; Ruiz et al., 2016). Some quinoa genotypes can grow well at 100 mM NaCl (Schabes & Sigstad, 2005; Eisa et al., 2012). However, higher salinity considerably reduced plant growth, with maximum reduction of 82% observed at 500 mM NaCl (Eisa et al., 2012). At the early development stage, high adaptability to soil saline stress may be achieved by improved metabolic regulation based on ion absorption to adjust water potential in tissues and to limit transpiration under saline conditions (Jacobsen, Mujica, & Jensen, 2003; Ruffino et al., 2010; Hariadi et al., 2011). In addition, Rosa et al. (2009) found that quinoa is able to maintain Ca2+/Na+ and K+/Na+ selectivity under saline stress. These evidences suggest that quinoa can be a good candidate for cropping system under soil salinization and for salinity tolerance studies (Stoleru et al., 2019).
I am happy to point out some important points about the salt tolerance of quinoa.
In general, quinoa tolerates salinity completely, up to 5000 parts per million, and the effect begins after that. I must point out that the most sensitive period is the germination period, so avoiding salinity during this period is one of the successful ways to escape the effect of salinity, and this can be done by planting seeds in a nursery until they germinate for a while.
