Hi, Reza is onviously right that pro- and eukaryotic promoters are fundamentally different. But bacteria may express basically any nice ORF they find to some extent, even if it does not explicitely contain a promoter. From your question, it is not clear what it is all about. If you want to express a protein in bacteria, the ZmUbi promoter is most definetely not the right choice. If you are worried that your protein may be expressed at low levels in bacteria (Agro?) - well, that may very well be possible! Introns would prevent expression of any functional proteins, if problematic.
