I am aware that my question seems a bit weird. But, is possible that the ozonation of a recalcitrant compound. increase the overall TOC? or can ozonation dissolved some components which result in TOC elevation?. or Can Ozone decomposition raise TOC? I use TOC-L analyzer from Shimadzu company to measure TOC.

I don't have knowledge to share and nonetheless can say that you correctly identified the source of the problem, i.e., it must be in the measurement
ozonation is reacting the sample with very activated oxygen. TOC is meassuring the carbon in the sample. so no there is in theory no way the ozonation can increase the TOC in the sample. - mind it will also not decrease the TOC in the sample.
some thoughts:
1) if You have used a very high gas flow You might have evaporated some of the water, thus virtually increasing the TOC concentration.
2) You have so much TOC in the samples that the catalyst the TOC analyser is using, is overloaded/exhausted
3) you had suspended matter in the sample that are dissolved after ozonation
