Can the leadership skills be displayed by young children from age 5-12 i.e. in the level of preschool or elementary / primary school?

No. My suggestion: don't bother the kids. Because leadership is situational. Even a person exhibiting no such traits will become a leader if the situation demands.
Yes, they can depending on the aim/purpose to achieve. There is the STITCHES BUDDYS mentoring project to empower young youth (8-12 years old) to provide personal development life skills to instill leadership qualities that will assist them in their current disadvantaged environment and encourage them to give something of value back to their local community. Their goal is to offer disadvantaged youth a pathway to develop the skills, knowledge and self-confidence they need to break the cycle of poverty and social disadvantage experienced by their families.
I can also see supporting and developing leadership skills of young children from the perspective of Belonging, Being & Becoming (The Early Years Learning Framework for Australia) with opportunities to maximise their potential and develop a foundation for future success.

Leader are born & not made .The quality of leadership observe from the young generation from the way of his behavior ,character ,approach , initiative & also to accept the challenge for the assignment .
Leadership does not necessary mean to go ahead for their ambition of becoming the political leader . Here the question is for the young boys between the of 5 & 12 can displayed the leadership even for such student we can observe his performance as a monitor or the representative of his class.
The Leadership quality start from this stage . It should not be restricted to academic areas he can show his quality of his performance in debating the society . Besides his interest in the sport , & to become a captain of game also makes the leader of the sport game.
For such student of leadership quality come out from the classroom & his physical present & behavior among his classmates ,other students can follow him or to watch him for his performance .
