I am working on instrument development. I initially performed EFA and got a four factor solution. Then i validated the instrument using SMART PLS. My question is that can i use SMART PLS for Instrument Validation. Since I cannot covary the dimensions in SMART PLS.
Reason I didn't use AMOS is that i was having issues with discriminant validity.

Yes is one of the easier statistic packeges. Look to James Gaskin videos in youtube, they are very helpfull. To validade the model you need to look the "quality criteria" when you run the calculate in smartpls.
I think you are lacking knowledge about PLS-SEM and SEM. The main subject here is Partial Least Square SEM and SEM. Smart-Pls and Amos are only the tools.
