I am trying to analyze the effects of e-government and I want to use panel data. However the E-Government Development Index (EGDI) is going through z-score standardization and normalization process . My logic says that EGDI is not comparable from year to year. Can I still use panel data for the analysis of e-government effects?

you can use the panel data to see the effect in terms of maturity of e-governance and may be able to see some foresight.
The question is rightly poised. Z-Score can provide some indications. We are not sure if data are normally distributed. Besides, Z-score can provide some insights to the UN because of ranking among countries with metrics. It may not reveal the true picture.
