Yes you can. However, its concentration will not be the same as what it was before due to carbon dioxide absorption. I suggest you make a solution of it and titrate it with a known acid concentration to obtain the actual concentration of KOH (expired) solution.

Of course you can. Just check by titration if it has too much carbonate(from CO2) for your intended application
