I want to simulate the propagation of some guided waves in plates, with spatially dependent stiffness tensor.
Can do that with COMSOL.

yes you can. just define your stiffness as a function of your coordinates.
For Example, under solid mechanics, linear elastic material, instead of having the properties from material, select user define.
