As dimethylether is for sure totally soluble in THF, adding THF to water will increase the solubility. You can also decrease the temperature to increase solubility. These are only (very reasonable) hypotheses.

Dear all, this is my last hint since no additional details on the scope of the question are supplied. Do a search using the keyword 'solubilizing agents' and you will find pleinty of chemicals. These are well known to solubilize poorly soluble drugs. Good Luck
I think that most organic solvents miscible with water will increase solubility of almost all organic compounds, including organic gases. But I can't predict which organic solvents are the best and how much concentration is necessary for a given increase...
