yes it can be transferred.

HIV virus is viable in dead tissue but does not multiply. it stays in a dormant stage..

so long as the CD4 cells are active the virus multiplies, then goes into dormant stage.

on a dried blood dot the virus remains inactive but can get activated once there is moisture.

in the active stage only till the CD4 cells are active and in dormant stage in any cell with rna or dna.. it remains in dried blood for quite sometime.

Satyaprasad, are you an HIV specialist? I would like to see an official report or paper where dried HIV virus was activated by moisture. Would you be so kind to show the reference? HIV does not survive out of the body. Virus become noninfectious in dried blood samples. The fact that HIV DNA and/or RNA can be recovered or amplified from dry blood doesn't mean that people can be infected by dried blood sample. You need to provide a special pH and temperature (controlled environment) in order to keep HIV virus infectious in dried blood samples. This conditions are not available naturally. Moreover, you need an extremely high viral titre in that dried sample and extensive contact to open wound or bloodstream in order to transmit virus to a victim. Chances to get HIV from the dried blood are close to zero. Please check this:

I am sorry, but it seems that some people just misinterpret published lab results, but others intentionally are sensationalizing these incorrect interpretations. While I can understand first group and help them understand the true, I do not approve the sensationalism of wrong concepts related to public health, because it can cause serious damage to people. Be responsible!

Dear all, Im extremly sorry if i have have exagerated a statement. This information was given to us during our training period and a specific question was asked about HIV and dried blood. I am not an HIV expert and have been treating HIV patients and worked at ART center for a few years.

Regarding dried blood and HIV virus it was made to understand that HIV virus can be in a state of latency and activated by moisture. Im sorry if my understanding is wrong, and would certainly correct myself.

I'm a mortician and have never heard of or seen anyone contract HIV through a cadaver once deceased. I don't believe the virus can live outside of the the body but I'm not 100% sure. Here's an article that may be able to explain it more than I can.
