Hello. I think it's possible. There are different international projects and organizations which facilitate the collaboration, and sharing data, best practices and experiences by using social media and web platforms. Generally called networked cities. For example, C40 Cities, 100 Resilient cities or IES Cities which is a European smart city project that is already helping companies, citizens and city governments to collaborate in building their own digital city identity is IES Cities. It all comes under the umbrella of smart city networks or digital city networks.
I'm currently working at the Future Cities Catapult in the UK and this is on of the biggest barriers to implementing smart city strategies. Our project Tombolo (http://www.tombolo.org.uk/ NB the site is being redeveloped so not available at the moment) seeks to create a platform for data sharing within and between cities.
It is also a question of standards, a parallel project we are undertaking is to create a series of smart city standards that set out a framework for data collaboration.

However, due to the experiences I have had, citizen participation is more active and easier to be achieved on a neighborhood scale. Another question that may be important is the education and training of the citizens themselves so that they can contribute actively and positively in the city.
