This is probably the juvenile of the Coloured righteye flounder, Poecilopsetta colorata Günther 1880 (family PLEURONECTIDAE, subfamily POECILOPSETTINAE).
The spotted juvenile was described and illustrated as Poecilopsetta maculosa by Alcock (1894), which is a junior synonym. The adult is uniform silvery, with dark fins.
The species is distributed from India to the South China Sea and Indonesia.
Please note that in the original description of Poecilopsetta colorata by Günther (1880:48, Pl. 22B) [Report on the shore fishes procured during the voyage of H. M. S. Challenger in the years 1873-1876 v. 1 (pt 6); Catalog of Fishes ref. 2011], also a more or less uniform, lighter colouration (however with some freckles) and darker fins is shown.
The Coloured righteye flounder, Poecilopsetta colorata Gunther 1880 is often caught form the trawlers operated in deeper waters of Gulf of Mannar, South east coast of India.
The know distribution range of the fish is known from eastern Indian Ocean to South China Sea and Indonesia (Source: D.A. Hensley).

On page 49, the colouration is described as follows:
Light brownish; head and body with numerous black dots; dorsal and anal blackish; caudal with a large black spot near its upper and lower margins; pectoral with a large black spot occupying nearly the whole fin.
