Al shows fair adhesion to glass but Pd may need Cr as interlayer or NiCr.

you can estimate the adhesion comparing surface free energies of materials and, in case of metal on oxide, also enthalpies of oxide formation.
If you compare the surface free energies per unit area for given species: ~0.5 J/m2 for SiO2, ~2.2 J/m2 for Pd and ~1.1 J/m2 for Al then quite poor adhesion of both Pd and Al should be observed.
But Al has higher negative enthalpy of formation of oxide (~ -550 kJ per mole of O) than Si (~ -475 kJ per mole of O). Hence good Al adhesion is expected because of strong chemical interaction. This not the case of Pd (~ -50 kJ).
However this represent thermodynamic equilibrium. If you would deposit the material with a high rate or at low temperatures you can get continuous layer also for materials with otherwise bad adhesion.
Surface tension is related to a different classical mechanism than bonding which is quantum mechanical. You cannot decide a priori from thermodynamics free energy considerations about adhesion which does not really depend on wetting surfaces. Only experiments can decide about the adhesion which involves also lattice matching.
i believe you may. depends on your photoresist.. maybe you may need also sonication in a bath.
