Well, this certainly become my more difficult to measure in recent decades. PPP PFI wider use of private contractors, third sector organisations, including charities, for both production and delivery. These things have changed the game here in the UK and in many other places.

You might try the UK Cabinet Office website, and the National Audit Office website, to see how these things can be measured.
