I am not sure whether you wish to follow up with the editors as to why they rejected your article outright - what reasons did they give you? Do you have any concerns about this other article which is almost the same as yours, such as how the author(s) of the other article had almost the same article as you, or do you see it as a genuine coincidence?

It is up to you what other journal you submit to - ensure you follow their submission guidelines. You may also need to show how your work differs from this other article, your particular contribution to knowledge, etc.

Some of the factors that results immediate rejection at Editor's level includes - Improper language, poor methodology, not following author guidelines as suggested by the journal, topic doesn't meet journal preferences, etc.
