You can make a mixture of SnO2 and functionalised MWCNT in isopropanol and then ultrasonicate for a couple of hours or so to produce a uniform dispersion. You can then put the dispersion on a substrate. Isopropanol would evaporate out easily even at room temperature.  You can then use a bit of heat treatment.

There are many chemical routes for synthesising SnO2/MWCNTs. As per your required application (for ex. Li ion battery electrode, supercapacitor electrode, gas sensing), you can refer the precise synthesis route or you can modify the route by your side to give a novel research approach. Some research papers related to SnO2/MWCNTs synthesis has been attached below. The first attached file is a review paper which explains the chemical methods for synthesising almost all metal oxides including SnO2.
