the wettability depends on the surface energy of the substrate as well as the solvent you use for deposition of the thin film. Good wettability is usually obtained when the solvent has a substantially lower surface energy than the substrate. Hence, to improve wettability, I recommend either to increase the surface energy of the substrate or lower the surface energy of your coating solution. For the former, a rigorous cleaning of the substrate with different solvents is an essential prerequisite to remove all possible contaminations. The surface energy can further be incresed by sufficent surface modification, e.g. flaming or plasma etching. To decrease the surface energy of your coating solution, you can use some additives, e.g. common surfactants or small amounts of different solvents.
