The polytechnic is now a university, but searching, I could not find anything about Dr Reynolds.
Looking up about his publishing history, it looks as if most of it was prior to 2004.
However, I think he might be mentioned in this 2012 article, although I have been unable to access the full text:

When I try to go through the application for Jefferson scale on the website, it says that it needs to be purchased. So I tried to search for Reynold's scale and found that the items are quite unique as it is derived from the patients perspective. Will try to email Dr Reynold as per email given by Dr Wilson:) The thesis by Scotts has also enlightened me that there are at least 8 scales available.
