If I understand your question well, I think the choice of an ideal methodology depends on the indicators you wish to measure and the type of information you are going to collect. Once you have concluded on your indicators at the various levels (inputs, activities, outputs, outcome, impact ) and properly defined each indicator, that can quide you on whether you will need to collect quantitative information, qualitative information or both quantitative and qualitative information. From there you will know the best way on how to collect the needed information which translates to the methodology
