Can anyone please explain maximum-minimum power spectrum and also its coding?

I know how to compute power spectrum density and the theory. Recently I have come up with a paper where max-min power spectrum has been used to explain the quasi-periodicity, weak and strong chaotic phenomena. I am attaching the paper in the following. https://www.nature.com/articles/srep21037.pdf
