It looks like a coccoid bug belonging to family Monophlebidae (Margarodidae to some), probably in the genus Margarodes. See the image in the link below:
It might help if you could provide more detail. Where did you find it? Describe the habitat in as much detail as possible, leaving nothing out. As is, the first question is aquatic or terrestrial?
I typically thing of insects in desert environments as being heavily sclerotized. The picture does not suggest that.
Are these restricted to the nomad tents or their animals? Are they ever found there?
Are they ever found on the roots of the grasses?
My concern is that I am not certain what order to place this in. However, I note that some (all?) young mites have six legs. Could this be a mite and not an insect?
Good point Andrey, that was a bad suggestion on my part.
Since we see the legs, we are looking at the ventral side of the insect. Where are the mouth parts? Does this insect have jaws, a beak, mouth hooks? How does it eat?
Can you find more of them, and take a picture of a similar creature? If they are abundant can you take a picture of the general area? Is there damage to plants and animals that appears to be caused by this insect?
