It would be a help to know in which country have been collected, from which animal species and to have a picture of the ventral side. I do not have any key in front of me but they are certainly two males of the genus Hyalomma. The upper could be H. anatolicum excavatum or H. albiparmatum the lower probably H marginatum rufipes.
You seem to have collected these ticks in Iran so this I think may exclude H albiparmatum ! In conclusion I would suggest you follow the identification keys of HOOGSTRAAL, MATTHYSSE J.G., COLBO M.H and confirm that ticks are H. anatolicum excavatumn and H marginatum rufipes.

Due to arc feston and low punctation in upper picture, it is H. excavatum. other picture is H. m. rufipes due to dense punctation anf lack of parma.
