As the specimen was collected in the park, it could be (almost) anything. What was the habit? Tree? And the bark on the trunk and branches? B. pendula has slightly smaller leaves with very characteristic double-toothed margin, and of different shape. These leaves are obovate. Was any part of a plant - especially young twigs, petioles - hairy?
It's neither B. papyrifera nor B.pendula. Probably hybrid or alien species. It will be very helpful to know kind of branches (drooping or not), bark characteristics (with detachments or not, with ruptures in lower part of stem or not etc.)
