I am very new with 3D Modelling. I want to learn to make Parametric models where in a basic model can be modified as and how dimensions are entered by user. Which would be best software for it SolidWorks, ProE or CATIA? And can anyone provide me some material or tutorials for me to learn it?

There are two nice free software for creating human avatars, they are game/arts-oriented rather than engineering/biomedical-oriented, but they are a nice starting point. They have some real measurements as parameters and shape modifiers, and they are rigged.

If you look for vitual mannekins for ergonomics/engineering applications visit http://www.3dhumanmodel.com/, ramsis or Delmia (not for free).
There are other alternatives for biomedical applications which include internal organs, muscles and anatomical bones.

Hi again, I think all the alternatives can be used to make a parametric model, all depends on the purpose and on the type of object you expect to get, you can follow different strategies and combine the use of several of them to create your final model.
If you can provide more details about the purpose or the type of final object you need (e.g. just surface, surface plus basic skeleton, solid object for FEM, realistic internal structures, etc.), I could be more precise.
For instance you gan get a base foot model from makehuman (e.g. obj) and then import it or use as base shape for creating a solid object in solid works.
