You can purchase proximal promoters of some genes from Switchgear Genomics (http://switchgeargenomics.com/). Alternatively , you can synthesize custom primers. The Primer-Blast utility at NCBI's website is very useful for this, since it ensures that primers are specific for the genomic region you are interested in (http://www.ncbi.nlm.nih.gov/tools/primer-blast/).
