I have seen the different notions comprising community capacity measured (for instance community participation or social capital). But I have not seen any measures out there of community capacity as a construct. Ideas? Thanks.

Interesting question. From my own field of research I know Lowndes et al. (2006) have developed the CLEAR framework on 'Diagnosing and Remedying the Failings of Ofcial Participation Schemes'. This might be of use, but it is more focused on citizen participation, not so much on citizen or community capacity (but they certainly mention some important factors). Perhaps more interesting in this respect is Paredo's and Chrisman's article 'Toward a Theory of Community-Based Enterprise', in which they address and relate different factors (such as social capital), developing a theory as a strategy for sustainable local development in poor populations. However, I don't know whether this theory is tested.
I hope this provides some additional and useful material (or perhaps search engines). If you find a really nice contribution on this topic, could you let me know? My recent research is on community-based urban regeneration, so perhaps we could share some material in this respect.
Thank you for your response. Appreciate it. From what I am finding in my search your response is on one of the tracks. That is, some studies have created a composite measure of the construct (community capacity). These are typically long questionnaires with different items for each one of the dimensions of the construct (e.g., participation, social capital, etc.). Some other studies have focused on measuring only one or two dimensions. I guess there is a third tract that I am starting to uncover which is more of "observational" or anecdotal measures in which researchers conclude that the community has a high capacity given how much they can get done (but not necessarily measure dimensions of the construct, just the outcomes). I hope this makes sense. I am writing a paper in which I am reviewing community capacity and other community measures. I will let you know when it is ready.
