For example I want to simulate flow over a low-rise building, so how do I set my computational domain?

You can able to model simple kind of geometry in the cfx in you need for accurate and efficient modelling then choose solid modelling packages or use ansys icem for meshing and geometry handling while cfx use only as a solver.
