I synthesize Fe3O4 nanoparticles and then I modified it by SiO2,so i want to disperse my coreshell Fe3O4@ SiO2 in water, how can i do it? should i use any surfactant in this solution for better dispersity? or should i functionalized my coreshell by any functional group to better dispersity in water?
You could (carefully) functionalize it with APTMS to get an amino group on the surface

Take your silica NPs, disperse them in dry ethanol, then add a small amount (a few mg/g of particles) of aminopropyl triethoxy or methoxy silane. Stir them overnight then isolate. They should be more hydrophilic now. I suggest you check the literature though, I'm sure there are precise instructions on this.
