These are not necessarily RNases (nucleases). they can be small interfering RNAs or antisense RNAs made to inhibit function of RNA. even though RNase is present its life time is very less and is made instantaneously. I think it is the antisense RNAs showing the activity of RNases.
RNA is thought to be the most ancient macromolecule for life. So RNA degradation is an ancient and ubiquitous activity to regulate RNA lifetime and biological processes. RNase regulates RNA by removal, acts in RNA maturation, provides the nuclease for RNA-based cellular immune strategies such as RNAi, and as noted by Srividya Subramanian provides a basic part of the defense against RNA viruses. It's hard to imagine cells living without RNases.
