You can start by searching researchers in Pakistan who are using agrobacterium rhizogenes for their projects. Then, ask it from them. To do so, you can do a literature search using keywords such as Pakistan + agrobacterium rhizogenes from Google scholar. You can consider to buy it from other countries such as ATCC (USA), but since it is a plant pathogen, probably you need to fill in some papers for it to pass both customs' inspection.
