I've noticed that some publishers and journals have a very fast review process, with high acceptance rates for articles regardless of their novelty and quality, as long as you pay APCs. Some of these journals are ISI and Scopus indexed and have good impact factors. Mohammed - Ula is correct. It is unlikely. Doing some 'background' homework will assist. The Directory of Open Access Journals (DOAJ) is a useful resource. There are often 'usual' signs as well - such as poor journal website and interfaces, poor grammar, very broad scopes of practice, editors who are recognised in the field - as well as the editorial board, 'international' board members are often all located in the same country, unsophisticated manuscript download mechanisms, requests for money 'up-front' to a generic/private email etc.
In order to spot a predatory journal, you should first try to answer the following questions: Do you and/or your colleagues know and recognize the journal and the editorial board? Is it easy to contact the publisher? Do you have an access to make sure about the journal peer review process? Have the publisher made it clear about the nature of fees that you should pay?

Yes Sir. I too came to know today about a journal which claims to be a UGC-Care listed one. But, when I thoroughly checked the facts, it was crystal clear that it is a predatory journal. If fact, it has copied the name of an Emerald journal and befooling the people. The emerald journal is Scopus indexed and reputed one.
