I've noticed that some publishers and journals have a very fast review process, with high acceptance rates for articles regardless of their novelty and quality, as long as you pay APCs. Some of these journals are ISI and Scopus indexed and have good impact factors. Are these journals counted as "predatory journals"? and If yes, how can I tell if a journal is predatory before submitting my manuscript?
