Hi Kien. 

The answer is yes - but it depends on a number of different factors. For instance, there are different types of 'literature reviews'. There is the 'standard' opinion-piece literature review - which used to be popular a decade or more ago - but is far less favourable nowadays. Literature reviews with more rigour are now favoured i.e. integrative reviews and systematic reviews. Systematic literature reviews are not to be confused with the likes of systematic reviews/meta-analysis that you would find in repositories such as the Cochrane Library - nor meta-synthesis of qualitative studies. From a qualitative research perspective, narrative reviews are a different form of review that are popular in some disciplines, such as nursing and midwifery, i.e. concept analysis and discourse analysis.

The best thing to do is to check if your targeted journals publish literature reviews and, if so, what format they might favour. There are many journals out there that will favour primary articles over secondary reviews.

A systematic literature review, as described by Dean can make a valid scientific contribution by assembling previously disparate data and enabling temporal trends and patterns to be perceived, even without primary data. However, having a sound methodology will certainly increase the chances of publication. I contributed to such a review, which audited herpes zoster research in the Asia-Pacific region, that may be an example for you.

Yes, you may write a REVIEW ARTICLE based on the published work only, no need to add your own data/results. But it must be written for specific goal.
