Reviewers play a crucial role in the peer review process by evaluating the quality and validity of manuscripts. Many journals are open to having PhD students as reviewers, especially if they have expertise in the subject area of the submitted manuscript. Reviewing manuscripts can be a valuable experience for PhD students as it allows them to stay abreast of the latest research, improve their critical thinking and writing skills, and contribute to the scientific community.
yeah. i think anyone who has enough experience on the subject matter can provide insights to further improve the scientific inquiry and not necessarily to have a PhD, masters or even bachellor's degree. for example if the scientific inquiry is about the next generation of fertizers, then I would prefer to read the thoughts of a person who does farming all his life. Although you rarely get those type of people to review, its usually the academic community participates in this. Too intimidating i guess for the average joe. And peer review is not a paid job so there's no motivation as well haha. :)

I agree with Dr Nicco Lopez Tan that a certain degree is not a prerequisite. Most of my invitations have come just by unsolicited emails - I suspect they must have searched the topic on Pubmed and found that I had published on that topic.
