If the publication was peer-reviewed and published through a reputable publisher, then the answer is "Yes, indeed it is". But if you wish to include it in your CV, I suggest that you do have a special section for "Refereed chapters in a published book", or something similar - because the refereeing process regarding book chapters are typically less strict than research journals are.

Yes..but the value depends on the quality of the book chapter and the publisher/other authors, etc.
