I know that the reason that sequence of still images appear to be moving, is an effect known a "Beta movement" that says if images move fast enough, our brain can't comprehend them as separate images and  illusion of motion is created. 

But the thought comes to mind is; what if our brain works like a digital circuit with a crystal of specific frequency for sampling, in which the frequency of that crystal determines the sampling rate.

the main question is; "Is there such a crystal in our brain to control oscillatory activities"?

If even our eye frame rate relates to oscillatory activities of our brain?
