Ive created a melt quenched glass containing Si, Ca, Na, Sr, and Ag. When I mix this with PAA and water to create a cement and place it into any aqueous solution, it disintegrates. In papers I have read this seems to be the popular method of creating these cements and there doesn't seem to be a problem. Thanks

You created a composition for glass, consisting of particles of oxide elements, which you presented in the question. Then you wanted to combine these parts with the PAA. In water PAA dissolves well and fulfills the role of surfactant. It was adsorbed on the particles and instead of combining the PAA it separated the particles. You need to find other binders. For example, from cyclic anhydride and alkanolamine at a molar ratio of anhydride to alkanolamine of about 2: 1, at a temperature of 20 to 100 ° C, in the presence of water to form a series of reaction products that form the components of the binder resin.

Did you drop the sample in DI water right after mixing? what was the molecular weight of the PAA you used? and what was the the P:L ratio?
According to ISO 9917 for Dental based cements, you must let the material set in an incubator for about an hour before placing it into DI water. That allows the PAA chains to continue crosslinking the ionic species in glass.
Another reason could be the weak bond between PAA and bioglass especially if you used very low molecular weight PAA or your powder to liquid (P:L) ratio is very small.
