Given the below, beyond citations what other metrics may be used for hiring, promotion decisions? Comments / thoughts welcomed.

Study raises concerns in use of citation data in hiring, promotion decisions
While some universities use citation data to make hiring and promotion decisions, a new study has found that researchers tend to cite works that they do not know well and did not influence their work. Researchers from US universities surveyed academics from six science and humanities fields to investigate their reasons for using citations. According to the study, over 60% of citations had a minor influence on the article and 40% were slightly or not well known by academics who included them. The researchers state that these findings “severely undermine” key assumptions around citation decisions and should spur a “radical reassessment” of the use of citation data for evaluations.

I believe the statistics as being realistic. 60% of the papers I have cited I may have read to the end. These only had a minor influence on my paper. 40% I have cited only because they contain a valuable sentence that I found through electronic searching and wish to quote / paraphrase. I do not quote somebody and think "Aha! his promotion committee will like this upvote"! As an independent thinker, I take pride in forging new paths and not basing my work much on other people's work.
A recent (2018) article, as found in Times Higher Education, suggests that a different metric, other than citations of one's work, should be used for purposes of academic promotion and tenure. Any ideas out there as to what these (specific) metrics ought to be? What criteria, other than citations, may be used to ascertain the qualities of an academic candidate?
No single metric should be sufficient.
At the very least, different metrics should be used for teaching, scholarly work, and service. Multiple metrics for each category would be best.
