Hi Agevdoesnt matter at all for any academics . I have given entrance exam for Phd at age 38 . Selected also but now the problem of concern in my view ..... selected and given Phd at other city apart from working place . And I thought it IDBI too difficult for me to handle two jobs together and did not join . This is my experience . If the seat has been alloyed at same place I would have joined . And if I was young at age I would have done both together!!!
This might be redundant, as I have not read the many other responses. Nonetheless, I will give you the advise that I always give regarding this question.
Ask yourself these two questions:
1) "How old will I be when I complete my Ph.D.?" 33, perhaps, after 5 years in a Ph.D. program?
2) "How old will I be in 5 years if I DON'T get the Ph.D.?"

I think age dosent matter for any kind of learning. But , yes as it has been pointed out by Marc you should be clear about your goals afterwards . In India , age does matter for promotions in the service .
The age you mention is quite right. However, academic progress is not an age dependent factor. You can start epistemic development anytime. One of the Islamic traditions rightly asserts that" seek knowledge from the cradle to the grave".
Doctorate is a passing thing ... it does not matter ... the idea or the ideas ... if you have (revelation) let them write it, communicate them about them (so the world to know you, to know by whom did those ideas come and try to guess their origin - whether divine or not, because, is not it, there is nothing new under the sun?) ... the rest (those necessary for the existence here) ... will come by itself ...
So: let go of ideas at any age, release them and release You, generosity will be rewarded (even if not in this existence)!
It is never too late for education. Some years ago, when at the University, a man around 80 but young in the way of communicating, approached me to be his advocate for his doctorate. Unfortunately it was late for me since I had only two years ahead for my retirement. Please proceed and good luck.
I have heard of people who got their Ph. D. when they were over 80 years old. I think that a person who is in good health and 28 years old has a lot of time to start Ph. D. Some older people start their education in a secondary school.
What troubles me is that Theodore Costopoulos wrote : " Unfortunately it was late for me since I had only two years ahead for my retirement". In order to do a Ph.D. one has to have finished a bachelor and maybe a master degree and so one cannot start a Ph.D before 24 or 25. So 28 is only 3 years more than that. ON a life of 80 years, 3 years is not a big number. I started my Ph.D. at 29. My wife started her Ph.D. after 30 years of teaching at 50 years old. A lot of people do it after their retirement at 60 years old.
As far as education and acquiring academic degree is concerned, it is never too late if you are determined and prepared. However, from job point of view, I think the age of 28 is late. If someone starts his/her doctoral research at the age of 28, he/she may complete it at the age of 32/33 (In India, it takes 4-5 year). Then it would be too late for applying and getting a suitable job. I completed my Ph.D. at the age of 26 and could get govt job at 29.
Should age be a barrier for pursuing PhD? No. Even if it was, 28 years is far below the belt. Just find an interesting topic that fills a void in your academic field and a dedicated professor and start. There is nothing so great an experience than the pursuance of a PhD. All the best.
I do not agree with the early age of the doctoral study, it is necessary to have a time interval between the master and doctorate for the purpose of the student to prepare some research and scientific studies that will help him in the establishment of a strong foundation to start a doctoral study.
