Hypoxia SHOULD decrease the generation of reactive oxygen species

(ROS) due to limiting oxygen levels. However, it has been reported that the levels of intracellular ROS paradoxically increase under hypoxia resulting in HIF-1a stabilization. 

What are the reasons behind this increase in ROS? Kindly refer some good literature along.
