I looked at your paper. I don't understand how you would reconcile ethical perspectives that, if pursued in a nonsuperficial way, would be in conflict. E.g. there would seem to be situations in which an Ethic of Universal Rules and Utilitarian Ethics would give conflicting results. Is there some tacit underlying principle involved in your Transformative Ethics? Also, there's no mention of supererogation in TE; is that deliberate?

Thank you for your response. I agree that there may be conditions when one "voice" (Brady, 1999) would suggest a different response than another -- which is the insight that Brady explained so well.
I am confident that you are familiar with the weighing of relative priorities suggested in both Kohlberg's (1981) Theory of Moral Development and the Defining Issues Test. I think the issue of weighing obligations and consequences is well addressed in Hosmer's (2010) The Ethics of Management wherein the responsibility is to identify rights, duties, responsibilities, costs, benefits, and harms -- and then define both the Moral Problem and the rationale for a final decision based upon ethical, economic, and legal consequences.
As a practical matter, I happen to believe that GIlligan's (2016) responsibility and relationships perspective can also be incorporated into the ethical decision-making process in justifying moral action. From a "procedural fairness" or "procedural justice" perspective, the obligation of the leader is to articulate her/his values in making a decision. explain the impacts and rationale, and then present the decision made.
Moral dilemmas and conundrums are certainly not easy. The position of Transformative Ethics is to take into consideration all twelve ethical perspectives and to then attempt to make the best possible moral and ethical choice -- which I think Hosmer (2010) advocates and which both Gilligan (2016) and Kohlberg (1981) would suggest is the most reasonable way to incorporate differing ethical preferences.
I hope this explanation makes sense. I would concur that sometimes the voices will call out different "solutions" but the leader's task is to make a decision that best serves the multiple rights and interests of all the stakeholders. (I readily acknowledge that the process I describe will never make every party perfectly happy . . . but I favor a decision process that adequately frames the Moral Problem and then explains the leader's rationale. I welcome your comments in suggesting a better approach.)
