since the research gaps are shrinking day by day due to some low quality work and publications done in sub standard journals. The results of many good quality researches are there but they aren't implemented or used.
I agree, applicability should be a major criteria of assessing research before publication. However, we can not clearly define what is applicable and what is not once published. Prinecton University in the 1930s collected scientists, including Albert Einstein to just ask them to think freely and conduct their projects without restricting their thoughts by the potential applicability of such projects. This period produced some of the most beneficial papers in the history of physics. Some papers in Nature remain not cited for years, then spike once its findings are combined with recent ones. Therefore, although applicability is a good criteria to assess research, it should not hinder free thinking.
Definitely, it is the trend. Many papers are published out there but very few are really applicable to the reality. From my view, this is getting worse and worse.

The aim of a good research is to identify or solve a particular problem or both. So, I think that publishing research papers disseminate the analysis of social, scientific, educational, or political issues, etc., to find solutions to promote living standards. If the goal is only to record achievements for the researchers, then their efforts is not worth tiredness.
